C1 provides an introduction/orientation to the topic that is the principal focus of the research report: what is the question under discussion? What social science issue will the research report focus on?

Additionally, the formulation of the problem is described in C1. This is comprised of an objective (what does the research group intends to achieve with this research?) and a phrasing of the question (what will be researched for that purpose?). The phrasing of the question in turn consists of a principal question and several derivative sub-questions. The principal question found in the formulation of the problem is often somewhat abstract and therefore needs to be elaborated upon in sub-questions. Dividing up the principal question into logical, smaller steps – or sub-questions – makes it easier to conduct research and facilitates the research report writing process. Together, the answers to the sub-questions comprise the answer to the principal question.

Additionally, the societal and scientific relevance of the subject is concisely presented in C1. C1 concludes with a brief description sketching the structure of the research report. The formulation of the problem (C1) and theoretical framework (C2) must correspond to each other. The formulation of the problem determines which theories are or might be relevant to your research.
