Agencies have the authority to develop guidance documents on how the agency interprets the CEQ Regulations and the way they want agency staff to prepare and EA or EIS. There are multiple agencies that have prepared these documents. 1.Locate and review the most recent NEPA guidelines for four agencies. Keep in mind there is a difference between DEPARTMENTS and AGENCIES. Departments usually have multiple Agencies within them. (For example, Army, Navy, and Air Force are all agencies of DOD). Only use one Agency per Department.
