Based on the performance issues, is the project performing better or worse than the baseline would indicate?

Need a Quality Improvement Plan developed for a data migration project from one state agency to another. The scope of the project is as follows:As required by legislative action taken in 2018, the Texas Department of Licensing and Regulation (TDLR) must transfer the licensing and regulation of six programs from the Department of State Health Services (DSHS) to TDLR by October 3rd 2020. Accordingly, the agency is following a firm timeline that seeks to transfer programs from DSHS’s Amazon Web Services (AWS) hosted instance of Versa Regulatory and Versa Online to TDLR’s comparable AWS hosted instance of Versa Regulatory and Versa Online. Performance Issues for the project to date are: 1.Insufficient technical resources with knowledge about the system.2.Because of the resource shortage the project is behind schedule.3.The budget has already been spent.The Quality Improvement Plan should answer the following questions1.How is the project performing? Address the quality, scope and the cost baseline issues2.Based on the performance issues, is the project performing better or worse than the baseline would indicate?3.What actions should be taken to address the performance issues to improve the quality of the project in the execution phase?
