What do you do when administration in education refuses to provide specially designed instruction in special education programs

What do you do when administration in education refuses to provide specially designed instruction in special education programs” (see attached). Tie the problem with one of 4 lens theories: Structural, Systems, Culture, Political. My problem ties into two of the lenses. Structural because different programs have different leaders and they may not work well together or the program wants a cookie cutter version of a child for their program and not a child with more than one type of disability I.e. being deaf and having an intellectual disability.
