Those children are placed in some form of foster care. Often, parents have an opportunity to eventually get their children back after participating in treatment. Sometimes, parents lose custody either temporarily or permanently because the parents are incarcerated. Children are impacted adversely in many ways when their parents abuse substances–including tobacco. In addition, the foster care system is overburdened, and children often are placed in care far away from their homes.I would like for you to think about the intersection of substance abuse and the child welfare system. Please propose one policy change that you think should be made to improve the situation (substance abuse in child welfare). I’m giving you a lot of latitude in composing your paper. Please back up your choice with scholarship–don’t just give an opinion. Please tell me why the policy should change and, specifically, how it should change. Also, please specify if the change should be at the federal, state, or local level. What agencies would be involved in the change? When you take Practice 4, you will learn to write a very detailed policy analysis of a policy change that you seek. For now, I would like one-two pages on this specific topic.
