What does the presence of democracy look like?

President Woodrow Wilson promised that American entry into World War I would make the world safer for democracy. So first we need to define democracy. What does the presence of democracy look like? What does the absence of democracy look like? If we asked most Americans what it means, they would have to think really hard to give an answer.
