The Affordable Care Act was ambitious in its aims to expand health insurance, and improve the quality of health care services, while making health care more affordable. Health policy makers often find it difficult to improve health care and expand access to health care services, while at the same time reducing the cost of health care services. The extent of success of the Affordable Care Act in meeting the sometimes competing aims of improving quality and reducing costs, is a topic ongoing debate in the health policy sphere.
