Flood and earthquake resistant portable shelter

it will be a easy build portable house about 4×4 in dimension(piece by piece construction)
it is going to be a resistant to flood and earth quake
it should have a mechanism that can lift the entire house about 4 feet from the ground
it will have a ball pin type or roller that can roll in any direction posible at its leg or support to put a spring and shock absorbers for earthquake
