A local newspaper reporter has asked you, as a well-known local health administrator, to explain why health care reform is so slow. He asks why some people are so opposed to the ACA. For example, he wonders, why have the Republicans in Congress been trying to get it repealed. And why, he asks, if it is so bad don’t we just repeal the ACA in its present form and start over instead of tinkering with it. He goes further to ask why we don’t just throw out the whole health care system and make a new better one. You agree to write an editorial for his newspaper. Try to keep unsupported (those with no reference or citation) out of your work. Research and quote respected others and their opinions when you can.

Your editorial should:

Discuss why Republicans, especially those in Congress, have been so opposed to the ACA (i.e. costs to government, impact on states, impact on citizens, and etc.).
What modifications they have suggested or tried to have made to it and why?
To what special interest groups may they be responding to outside Congress (i.e. religious groups, companies that would be affected, employers, states, and etc.)?
Why did the Supreme Court intervene in the ACA and what impact did its decision have on the future of the ACA?
Finally, why we don’t just repeal ACA if so many people are opposed to it and start over with new reform legislation? Or for that matter, why we don’t just throw out the whole US health care system and build a new one from scratch? For this answer, you should incorporate the learned concepts of universal incrementalism.

Remember that you are writing for a lay audience. Be mindful that the focus of this assignment is policy modification and incrementalism. You must include AT LEAST ONE outside, peer-reviewed resource. All sources must be referenced and cited in APA style.
