Briefly describe the 3 stages in the development of federalism (as discussed in the Federalism class notes).
Based on the multitude of crises currently facing the State of California (including COVID-19, racial unrest, drought and wildfires brought about by global climate change) and the arguments made by Manuel Pastor in chapter 1 of his book, do you believe that American federalism should evolve into a fourth era that provides greater political and economic power to the fifty states, while reducing the power of the U.S. national government? Explain.
