As outlined in Chapter 3 of the textbook, through history many federal programs were established to support US civilian airports with funding capital development projects. In 1982 the Airport and Airway Improvement Act established the Airport Improvement Program (AIP) for airport capital programs. While funding for AIP is collected entirely from taxes/fees from aviation users through aviation fuel, air freight bill taxes, etc., every few years the AIP budget is subject to reauthorization by Congress. Since 1982 the AIP has been a reliable source of funding for NPIAS airports of all sizes. Additionally, from the Aviation Safety and Capacity Act of 1990, the Passenger Facility Charge (PFC) was born. The PFC is a $1.50 to $4.50 fee collected by airlines who assess this charge on each airline ticket. The PFC is only collected for each enplaning (boarding) passenger, and at the end of the year PFC monies are distributed to each airport where the enplanements occurred. The PFC accounts for a much larger share of capital funding than AIP at the largest commercial service airports, which leaves more AIP funding for smaller airports.
