Discuss The Dysfunctional Congress.

This deals with the Congress, and is incredibly timely given the open warfare between the Democrat House of Representatives and the Republican controlled Senate and Presidency. Under the Constitution, Senators are elected by States and Members of Congress in the House are elected by Districts of about half a million citizens. Senators are elected for terms of six years, and Representatives are elected for terms of only two years. The rules of the Senate allow for unlimited debate, while the rules of the House are intended to limit debate and pass numerous bills quickly. Currently, the House is controlled by a Democrat majority and the Senate is controlled by a Republican majority. It will come as no surprise to anyone that the House and Senate are essentially non-functional–the leadership and agendas are so far apart that little if anything is currently being accomplished. In your essay, discuss this sad state of affairs…how much of this stalemate is partisan (Democrats trying to undermine the President, as in the recent Impeachment effort); how much is explained by the Constitutional differences between the Houses of Congress; can other factors, in your opinion, explain why Congress simply doesn’t work?
