The effect of a killer amendment is to defeat a piece of legislation. How that works is this: (1) if the amendment is allowed to come up for a vote in the House or Senate, (2) part of one party will support the amendment because their constituents want it, and (3) the opposing party will support the amendment because they know it will kill the bill. A killer amendment kills a bill by leaving its amended version without majority support.
