Has the legalization of recreational Marijuana in Canada made it more of a problem in teenage culture or has it controlled the use of pot in teenagers?

For a grade 12 high school student writing a persuasive speech. Clearly state argument/thesis and make sure my point of view is defined (The legalization has made it more of a problem in teenagers). Clearly state both sides of the argument. My tone will be precise and informing. From my teacher:1. Choose a topic that others will care about – otherwise, they won’t listen, so what would be the point?2. Make sure that your topic is NOT TOO BROAD – it needs to be specific enough to be argued in approximately a 500 word (2 page) paper/speech – if it’s too broad, you won’t be able to make a compelling argument in 2 pages! No one will care!3. Decide whether you’ll choose a topic that involves research or if it’s one that you are knowledgeable about because of your own observations and/or experiences.4. Choose a TONE that is appropriate for your topic – will you be angry? Sarcastic? Humourous? Will you lecture? Plead? Story-tell? Enlighten? 5. The tone you choose will depend on your topic, but it will also depend on your chosen audience? Who are you trying to convince?6. Write the speech in such a way that you know exactly your own view, but which also shows that you know both sides of the argument and have made an informed decision with regard to YOUR viewpoint.
