How are employees supposed to carry out values outside the company if the company isn’t taking action itself etc?

Please fake interview German CEOs of startups/middle sized companies on how they implement diversity in their companies, then analyze that and maybe come to the conclusion of outsourcing different units, not necessarily for saving money but to create an intercultural feeling in the company and have expats house back and fourth between the out of the house and in house offices. This way innovation might be easier to implement due to cultural adaptions and integration.
This should be about actual diversity management, not just employee diversity: How are employees supposed to carry out values outside the company if the company isn’t taking action itself etc.
