In the City of Dixon, Rita Crundwell was the city Comptroller and she was responsible for everything. There was no separation of duties in the city. I think this is because it was such a small town and people are trusting of others. Plus, there may not have been enough city money to pay salaries for multiple people so the duties could be divided. Had they been divided there would have been checks and balances and much less room for her to take advantage of things. Rita’s behavior fit the fraud triangle in some regards. I believe she was able to rationalize her actions because she was the ower of 52 champion winning horses and they all were known for coming for Dixon, so that was something to be proud of for her and the town. At the beginning I believe she did it because there was an easy opportunity to do so. The city gave her unlimited power and she took advantage. I think that after while Rita had pressure to continue doing it because she needed to maintain the lifestyle she had set up for herself from the embezzlement. I also think there was a compulsion to do it. How much can I get away with, just a little more, why stop now, no one will find out…….. Eventually every criminals luck runs out.
