We want to solve that problem. But, to do so, we need to know what’s causing the puddle. If we think it’s a leak in the ceiling, we might do some work on the ceiling and expect that ceiling work to get rid of the puddle. But what if the puddle is caused by a leak in a nearby water fountain? In that case, ceiling would—which might be time-consuming and expensive—would not solve the puddle problem. As in this puddle example, we need to know what causes the problem problem so that our solution can target the cause rather than other (perhaps time-consuming and expensive) factors. Discuss the connection between crime theories and crime policies. For example, based on theory X, policy Y has been implemented. Consider issues such as whether a different policy (or set of policies) would be a better fit for the theory, if the policy is a good fit for the theory but perhaps was poorly implemented, and if the theory and policy make sense for some crimes but not others.
