What Rita Crundwell did was unforgivable. She portrayed herself to be a nice, caring person, but was indeed the complete opposite. There are many safeguards that could have been put in place that could have prevented Rita Crundwell from doing what she did. According to Kimberly Nelson “to trust a single person for any financial function is a mistake, so you don’t trust one person to be in charge of the credit card, and its payments” (YouTube Movies, 2019, 44:44-44:56). Rita Crundwell was in charge of many functions, which included writing checks, and moving investment monies. If these functions were spread out between other individuals, Rita Crundwell wouldn’t have been able to embezzle money.Additionally, CliftonLarsonAllen the auditing company who routinely did the annual audit for Dixon, and was involved in daily activities associated with the city, failed to do their job appropriaitely. Rita Crundwell routinely gave false invoices to Clifton, which the Clifton audit team should have been able to recognize a false invoice from a real one, and they did not (YouTube Movies, 2019, 50:08-50:40). If the audit team would have done their due diligence and been able to recognize the first false invoice, Rita Crundwell would have been stopped day one. Rita Crundwell was also making frequent transactions through her secret account in large sums of money. The checks she was endorsing were conspicuous, and raised many red flags. Fifth Third Bank failed to act on these red flags. If they would have abide by their own safeguards, and reviewed the negotiated checks closer, she would have been stopped. The city of Dixon now requires multiple signers to endorse a check, which helps safeguard against embezzlement.I believe Rita Crundwell was addicted to the lavish lifestyle. Her addiction to showing world class horses simply could not have been done on the salary she had through the city. Crundwell also saw the opportunity to embezzle money from the city. She knew that she would be able to get away with it, because she was in charge of Dixon’s money, and no one else would know.
