If you have attended any Incident Command training you are likely familiar with “Central City”; this imaginary municipal jurisdiction is located in Liberty County. Central City was fully developed by FEMA/Emergency Management Institute (EMI) to train responders and public health officials for disaster response. The inhabitants of Central City only live on paper and in computer software. This is not designed around the EMI Central City, however you may call your chosen jurisdiction by that name or another imaginary name if you so desire.
