The societal problem/issue section will focus on the problem your policy is intended to address. Remember to state the problem in terms of your hypothetical constituents. Provide statistical evidence (or best guesstimation) for every claim in this section. Remember the “lack of” something is not necessarily a problem. 2. Policy BackgroundWhat are the current policies related to this problem (if it is a Federal Problem, State Problem, or Local Problem; state it here)? What policies are currently in effect that impact the problem (positive or negative)? Provide specific details about the policy (what are the penalties or incentives – what are the exceptions – what regions/populations are impacted). Remember to focus on policies, and not programs for this section.3.Stakeholders Present the stakeholders that are impacted by the policy, and their specific reasons for concern.
