What sort of procedures and mechanisms would have to be created for that to happen?

1.The divisions between human rights law, international humanitarian law and international criminal law are largely based on differences between who is seen as the responsible actor for perpetuating the crime. In particular international criminal law puts the onus on the individual rather than the state to as the violator/criminal. How might it change the provision and enforcement of economic and social rights to adopt a focus on individual rather than state responsibility? Would that be useful? Why or why not?

2.Can economic and social rights be protected, respected and fulfilled at an international level? What sort of procedures and mechanisms would have to be created for that to happen?
