What do you think are the most important factors determining “who gets what and why” in China’s social welfare system?

Gosta Esping-Anderson has argued that in liberal capitalist states, the social welfare system “is not just a mechanism that intervenes in, and possibly corrects, the structure of inequality; it is, in its own right, a system of stratification.” To what extent can this statement be applied to the social welfare system in China? What do you think are the most important factors determining “who gets what and why” in China’s social welfare system?
